North Front Range Regional Transit Plan

The North Front Range Transportation and Air Quality Planning Council is the Metropolitan Planning Organization for the urbanized area comprising Fort Collins and Greeley, Colorado. The area is also designated as the North Front Range Transportation Planning Region by the Colorado Department of Transportation (CDOT). The planning area includes the cities of Fort Collins and Greeley, as well as surrounding areas of Larimer and Weld Counties, including Loveland and Estes Park.

The region completed a series of Transit Development Plans (TDPs) in the mid-1990s. The plans included separate TDPs for Fort Collins, Greeley, Loveland, Weld County, and Larimer County. In 1997, a regional North Front Range TDP was developed which was the first attempt to combine the five local TDPs. The regional TDP also addressed the potential for regional services.

CDOT is in the process of phasing out the requirement for TDPs and incorporating portions of the TDP into the regional transportation planning process. There may be an ongoing need for short-range transit planning without the requirement for a TDP. This project for the North Front Range will be the first effort to formulate the regional transit element and will set the direction for future regional transit planning throughout the state.

Technical Memorandum #1 has been prepared and is available for review. This Technical Memorandum is a review of the existing conditions within the study area. Information on demographics and the regional economy are presented along with descriptions of the existing transportation providers.

Technical Memorandum #2 presents the Long-Range and Short-Range Transit Elements. The proposed transit projects for the next 20 years are described and evaluated. The Short-Range Transit Element includes a financial plan which identifies the funding sources for each of the transit services to be provided in the next six years.

The final  Transit Element is available for review. This combines information initially presented in the two Technical Memoranda with revisions based on input from the local communities.
