Project Background and Overview
The
Kingman Area Transportation Study prepared in 1997 included a Transit Element
which recommended a starter transit system to be implemented for a trial period
of two to three years. The suggested system is based on checkpoints located at
key transit destinations including Historic Kingman, Stockton Hill Road/Johnson
Avenue, Stockton Hill Road/Gates Avenue, Stockton Hill Road/Detroit Avenue,
Medical Center, Heidenreich Adult Center, Library, and Mohave Plaza. So far, no
steps have been taken to implement the transit system. This Transit Feasibility
Study will determine the best system and develop an implementation plan.
The
first phase of the project will be to develop an inventory of the existing
conditions. This will include the community characteristics and existing
transportation providers. Although there is no public transit service in
Kingman, there are agencies which provide transportation services for their own
clients. This phase will also include a transit needs assessment. This will be
an update of earlier work completed for as part of the Western Arizona Transit
Development Plan completed in 1995. The estimated demand at that time was 1,139
daily passenger trips.
The
second phase will be to develop service options. The first step in this phase
will be to develop a strategic transit plan. The community will be asked to
provide comments on this strategic plan which will then be used to develop
specific transit service options. Questions to be addressed include the areas to
be served, the type of service, hours, and days of operation. Three different
transit scenarios will be developed and evaluated in terms of the goals
established for the community.
The
final phase will be to select a preferred transportation plan and develop an
implementation plan. The draft plan will be presented to the community for
comment and input before the final plan is prepared.
